[English Below] ប្រទេសចិន៖ ចាប់ពីថ្ងៃអាទិត្យ ១៤កើត ដល់ថ្ងៃសៅរ៍ ៥រោច ខែអស្សុជ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២៥ ដល់ថ្ងៃទី៣១ ខែតុលា ឆ្នាំ២០២៦ ឯកឧត្តមបណ្ឌិត នួន ដាញ៉ិល រដ្ឋលេខាធិការ និងជាសមាជិកគណៈកម្មាធិការរដ្ឋាភិបាលឌីជីថល តំណាងដ៏ខ្ពង់ខ្ពស់ ឯកឧត្តម ឆាយ ឫទ្ធិសែន រដ្ឋមន្ត្រីក្រសួងអភិវឌ្ឍន៍ជនបទ បានអញ្ជើញចូលរួមក្នុងដំណើរទស្សនកិច្ចសិក្សាដោយផ្ទាល់ នៅតាមបណ្តារោងចក្រ សហគ្រាស និងគ្រឹះស្ថានមួយចំនួន ដែលកំពុងអនុវត្តការងារបរិវត្តកម្មឌីជីថល នៅទីក្រុង Shenzhen, Dongguan និងទីក្រុង Foshan នៃប្រទេសចិន បន្ទាប់ពីបានបញ្ចប់វគ្គបណ្តុះបណ្តាលស្តីពី «ឧត្តមភាពឌីជីថលកម្រិតខ្ពស់សម្រាប់ថ្នាក់ដឹកនាំរដ្ឋាភិបាល-Digital Excellence Elite Program for Government Leaders (DEEP)» នៅបណ្ឌិត្យសភាបច្ចេកវិទ្យាឌីជីថលកម្ពុជា (ប.ប.ឌ.) ចំនួន ២លើក រួចមក។ ក. គោលបំណងសំខាន់ៗនៃវគ្គបណ្តុះបណ្តាល និងដំណើរទស្សនកិច្ចសិក្សា៖ ១. ពង្រឹងសមត្ថភាពភាពជាអ្នកដឹកនាំឌីជីថល៖ បំពាក់បំប៉នចំណេះដឹង និងជំនាញបច្ចេកវិទ្យាទំនើបដល់ថ្នាក់ដឹកនាំក្រសួង-ស្ថាប័ន ២. ជំរុញការធ្វើបរិវត្តកម្មឌីជីថល (Digital Transformation)៖ គាំទ្រដល់ការអនុវត្តគោលនយោបាយរដ្ឋាភិបាលឌីជីថលកម្ពុជា ២០២២-២០៣៥ ៣. លើកកម្ពស់ប្រសិទ្ធភាពការងារសាធារណៈ៖ កែទម្រង់ការផ្តល់សេវាសាធារណៈ និងការធ្វើអភិបាលកិច្ចតាមបែបឌីជីថល។ ខ. សារសំខាន់នៃវគ្គបណ្តុះបណ្តាល និងដំណើរទស្សនកិច្ចសិក្សា៖ ១. ការតម្រង់ទិសយុទ្ធសាស្ត្រ៖ បង្កើនការយល់ដឹងអំពីនិន្នាការបច្ចេកវិទ្យាសកល (AI, Cloud, IoT, Big Data) និងការអនុវត្តជាក់ស្តែង ដើម្បីដាក់ចេញនូវគោលនយោបាយ និងផែនការយុទ្ធសាស្ត្រសម្រាប់អង្គភាព ២. ការតភ្ជាប់បណ្តាញកិច្ចសហការ (Networking)៖ បង្កើតវេទិកាផ្លាស់ប្តូរបទពិសោធន៍រវាងថ្នាក់ដឹកនាំជាន់ខ្ពស់ ដើម្បីកសាងប្រព័ន្ធអេកូឡូស៊ីឌីជីថលក្នុងតួអង្គរដ្ឋាភិបាលតែមួយ (Whole-of-Government Approach)។ វគ្គបណ្តុះបណ្តាល និងដំណើរទស្សនកិច្ចសិក្សានេះ គឺជាកាតាលីករយ៉ាងសំខាន់ក្នុងការជំរុញស្ថាប័នឆ្ពោះទៅ «រដ្ឋបាលឌីជីថលឆ្លាតវៃ» ស្របតាមយុទ្ធសាស្ត្របញ្ចកោណ ដំណាក់កាលទី១ នៃរាជរដ្ឋាភិបាលកម្ពុជា។
China: From October 25 to 31, 2026, H.E. Dr. Nuon Daniel, Secretary of State and member of the Digital Government Committee, representing the high esteem of H.E. Chhay Rithisen, Minister of Rural Development, participated in an in-person study visit to various factories, enterprises, and establishments implementing digital transformation in Shenzhen, Dongguan, and Foshan, China. This visit followed his completion of two sessions of the “Digital Excellence Elite Program for Government Leaders (DEEP)” at the Cambodia Academy of Digital Technology (CADT). A. Key Objectives of the Training Course and Study Visit:
Strengthening Digital Leadership Capacity: Equipping ministry and institutional leadership with advanced technology knowledge and skills.
Promoting Digital Transformation: Supporting the implementation of the Royal Government’s Cambodia Digital Government Policy 2022–2035.
Enhancing Public Sector Efficiency: Reforming public service delivery and digital governance. B. Key Significance of the Training Course and Study Visit:
Strategic Orientation: Providing a clearer understanding of global technology trends (AI, Cloud, IoT, Big Data) and practical applications to formulate institutional policies and strategic plans.
Networking: Serving as a platform for senior leaders to exchange experiences and build a digital ecosystem based on a “Whole-of-Government” approach. This training program and study visit serve as a key catalyst for driving institutions toward a “smart digital administration,” in alignment with Phase I of the Royal Government’s Pentagonal Strategy.
