Phnom Penh: On the afternoon of October 21, 2026, H.E. Chhim Saoky, Permanent Secretary of State, representative the high esteem of H.E. Chhay Rithisen, Minister of Rural Development, accompanied by H.E. Ban Boroath, Undersecretary of State; H.E. Touch Siphat, Secretary General; Mr. Phol Soksamnang, Director of the Department of Administration; Mr. Dy Sarath, Director of the Department of Rural Village and Community Development; and Ms. Long Lidy, a contract-based official, attended a meeting to review and discuss the draft Sub-decree on the Determination and Job Descriptions of Professional Positions within Support Functions. The meeting was held at the “Techo Santepheap” Conference Hall, located on the second floor of the Public Administration Reform Committee building (within the Royal School of Administration compound), and was chaired by H.E. Youk Bunna, Permanent Secretary of State of the Ministry of Civil Service. The meeting was attended by Permanent Secretaries of State, Secretaries of State, Undersecretaries of State, representatives from the General Secretariats of various ministries and institutions, and numerous relevant technical officials.
